Using PotPlayer's video recording tools and using Handbrake Open Source Trancoding tool, I can utilize QuickSync encoding feature of my Pentium G3420 with latest driver 3621.

So, QuickSync encodingis definitely not disabled in general.

I don't have your apps in order to check them out.
