I also have the same problem.
1. Toshiba Z-10t, Intel Core i5-4210y CPU @ 1.50GHz, 4GB RAM, Windows 8.1 64-bit
2. Just installed straight from disk, nothing else.
3. No warnings related to hardware limitations popped up.
Since I also have Halo 2 installed on another computer, it seems (at least for me) that it's only the things that are meant to be reflective that are having the flickering textures.
Because everything else that isn't reflective looks fine.
Any updates? I hope you guy manage to solve it.
